What metropolitan areas of Israel are growing the fastest and why?

I'm not factually sure beyond a doubt, but I've had Israelis tell me that both Tel Aviv and Jerusalem are growing by leaps and bounds. I'd say with the high population growth and immigration, most Israeli cities are booming. Israel will soon have 10,000,000 people.
