Some of my favorites are:
Ketsana's (Thai): actually in Bloomington, service is unfriendly at best, but the food is great. Get the order to go.
Manny's (Steak): What can I say...great steaks.
Ichiban (Teppanyaki): I love a chef who can juggle knives.
The Huddle (Hamburgers): Delicious burgers, located on Hamline in St. Paul.
Fat Lorenzo's (Pizza and Italian): Good food in an unassuming place, down by Lake Nokomis in Minneapolis.
All of the ones mentioned above by others are great as well.

Hands down: Morton's of Chicago
Ok, it's a chain, but I get to eat so much free food there that I can't help but love the place.

Duluth's wonderful India Palace has an unbelievably good lunch buffet. Interestingly enough, the former owner of the restaurant opened up another Indian place, Taj India, a block down and across the street. I have to check it out.
Bellisio's in Canal Park is very good, if not a little bit expensive (by small-town standards).

In Minneapolis.....
Famous Dave's for the BBQ sauce 'til I try EZ's.
Old Spaghetti Factory for the value and mizithra.
Hamlin's for comfort food and a diner experience.
Jeruselam's for belly dancers and hummus.
Cafe Brenda for vegetarian and service.
Uptown Bar/Cafe for burgers and bloody's.
The Times for appetizers (cheese/fruit plate)
Solera for tapas and atmosphere.
The Oak Grill for five star food and ambience.
Must stop list. Getting HUNGRY!!!!!

River Room - in St Paul's Marshall Field's department store
Sakura - St Paul - excellent Japanese Food
Ruth's Chris - Minneapolis - get the PORTERHOUSE STEAK!
LoTo - St Paul (in the Galtier Plaza) - food is rather inconsistent, but the desserts can't be beat.
Pazzaluna - St Paul - I've had very different, yet good, pizza there. A bit pricey.
Tobie's - Hinckley - There's just something about it...
Betty's Pies - Two Harbors - Simply the best pies I've had
Pickled Parrot - Eden Prairie
