Mayor Will Wynn wants to kick off another round of downtown redevelopment with a call today to close the Green Water Treatment Plant by June and build a facility downstream along Town Lake.

The closure would open up several downtown blocks for development near the Second Street retail district and the Seaholm Power Plant project while extending Nueces Street south to Cesar Chavez Street. Two other major city projects, a long-discussed central library and a proposed water treatment plant near Lake Travis, could be affected.

The Green Water Treatment Plant is located on a 6-acre site on Town Lake between City Hall and the Seaholm Power Plant. Removing the Green will allow Nueces St. to be extended, which will improve traffic flow, and open up four city blocks for development. Right now, city officials are looking at a site in east Austin for a new treatment plant. The Green Water Treatment Plant could possibly be shut down as early as the summer of 2006.

The Green Water Treatment Plant site could be the home of the new Austin central library. The new library could be up to 300,000 sf in size and would be part of a mixed-use development replacing the Green. There will be a $90M bond vote, likely in November, to help pay for it with more money coming from donations and possibly through the sale of the "air rights" above the building, which would allow for a condo tower or other project with the library as the base.

The City Coucil will vote today on the reccommendation to locate the new library at the Green and will likely seek development proposals for the Green this fall.
