What do you think are the cheapest safe neighborhoods in brooklyn or queens along the east river(close to manhattan) are.Astoria? Greenpoint? Long Island City?

All those are good, I loved living in Astoria. It's a very quick ride to the Midtown on the subway. Look around the Ditmars Subway stop area. I find that to be the best area of Astoria, the area around Steinway, while having lots of retail, is a little less attractive, Ditmars is more leafy, and still has a lot of retail and is close to the Steinway and Broadway retail areas.

Brooklyn Heights is nice, though I have heard quite expensive.

My brother just moved to Williamsburg (Kosciusko Street sp?) and loves it.  2,000/month for a large three bedroom apartment and right on multiple subway lines so its an easy commute to the city.

I live and work in Williamsburg. Just read your post. Kosciusko Street is not in Williamsburg--it's in Bushwick. A lot of adjacent neighborhoods like to claim the famous "in Williamsburg" tag line. Anyway, Kosciusko Street is decent in parts, but runs through Bedford Stuyvesant as well, and gets scetchy in areas. $2000 a month for a large 3 bedroom out there is ok, but not a huge bargain. You can still find good 3 bedrooms in Williamsburg proper (out to the 5th L train subway stop--Montrose) for $2100 per month.

If you are still interested, the cheapest is Bushwick, Brooklyn--and about 12-15 mins to the city. Safe? That's relative to any city. I can feel safe in Brooklyn yet unsafe in Detroit. Safe in Iowa yet unsafe in Miami...it all depends on a ton of variables. Overall, Williamsburg, Brooklyn is your best bet for inexpensive (relative) yet close housing.

I've been hearing nightmare stories about crowding and delays on the L train. Is Bushwick on the L?

There are some delays--the L train line was being upgraded to a "conductorless" line. This started in like 2001/2002. It was supposed to be complete by the end of 2005. Apparently though, there is still work being done, and does cause portions of the L to shut down late nights and on some alternating weekends. Bushwick is on the L, yeah. Bushwick runs from just past the 5th L train stop--Montrose Ave--to the Halsey stop (roughly).

No matter where u live expect subway delays, and with Williamsburgh as someone said b4, parts are really Bushwick and labeled Williamsburgh so just know where youre at, and if u want a cheap neighborhood along the east river your a few years too late, im in Sunset Park (a 15min sub ride to canal st. manhattan) which is mostly a Latino and Chinese neighborhood with a few irish straight off the boat, and i can even see the gentrification everyday.  Take Red Hook for example, that neighborhood was the HOOD 5yrs ago, now all the yuppies and manhattanites are gettin priced outta manhattan and pricing people outta neighborhoods like Red Hook, Carroll Gardens, Park Slope, Sunset Park, and Clinton Hill
