How and who votes when something becomes the official state whatever?  Just wondering.

does the general assembly decide when to vote, or do people kind of bring it up some how?

Well...it depends.  On the official state drink, a House Representative brought it to the floor himself because he owned a Del's franchise.  A Rep from Lincoln countered with coffee milk because Autocrat is HQ'd in Lincoln.  The debate was quite lively (nd funny) to say the least!
