Dallas coming in at the bottom is highly surprising, especially with all the Fortune 500 companies there.

I read that a main reason Houston is all the way at three is due to the high gas prices and all of the routes it has to the oil industry.

The city really cannot do much. If the State reduced property taxation on businesses and repeals the de-facto corporate income tax, then Houston would be at the top, and Dallas would move up a hella lot.

do any of those things happen? or is houston in a state of limbo with its mobility?
