Student growth in Florida public schools lowest in 15 years

I just saw an article stating that Florida saw the lowest enrollment growth in 15 years (in public schools). I checked the statistics and this is what I found.

Top three counties with largest increase of new students:
1. Lee
2. Polk
3. Flagler

Three counties with the largest decrease of students:
1. Miami-Dade
2. Broward
3. Palm Beach

What do you all think is the main reason for this and do you think it will change anytime soon?
