Buildings were designed around cars not pedestrians like they were in those other cities you mentioned. Reston TC is more urban in style than Tyson's Corner. You need sidewalks, human-sized blocks (not superblocks), and street-level retail for an area to be truly urban.

True about Tysons being an office park. That was the original idea until it became too famous and close-in local. Tysons is still workable. It will cost alot but can be done. And in Tysons, if they want it and believ they do, it will happen. Buckhead, north of Atlanta was designed the same way until they started re-inventing it to make it look more pedestrian-like. Still, to get from one mall to another, you'll have to cross Peachtree. And, there are still pockets of strip centers around. The Cherry Creek area of Denver is the same, so are parts of Dallas near Turtle Creek where they have these circular drive and lush greenery around these tall buildings.
