SC drops sales tax on groceries

It seems odd to me that while GA is no longer charging the state sales tax on groceries, that individual counties still do.  This is because the local option sales taxes in most GA counties is still calculated & collected on grocery sales.  Shouldn't LOST not count against food purchases?
