holy crap! are you kidding me? how long has that been there? 
does this indicate plans of a two way street?

Makes sense to me. "No Mr. Driver you can't turn right. If you do you will be going the wrong way on a one way street."
Now if that was a green arrow...

But a flashing red would indicate that one may proceed on red after stopping, the direction of the arrow indicates that that is the direction you should go after stopping. The arrow is instructing you to turn the wrong way down a one way street. If that light was not flashing and had a green arrow, the green arrow would be pointing the wrong way.
That's the first thing wrong. If the light is going to remain flashing, it should be a solid light, so as not to confuse drivers. But really, why isn't it working as a proper red-yellow-green light? If you're not going to use the light, just take it down and install stop signs.
