It is sad to see yet another piece of the old working waterfront disappear, but if Eastern Ice is leaving anyway (they've been planning to relocate for a long time) this sounds like a good development for the location. It sounds like they plan on improving public access to the waterfront, which is always a good thing, and the office space will help downtown to diversify beyond its tourism base. If the top floor restaurant happens, it will surely have the best views in town. I haven't seen any renderings of this, but a three-story shingle-style building doesn't sound like a bad fit for the area at all.
