I decided to make a summary of construction project in Lansing for 2008:

Stadium District - Under Construction

Michigan State Police Headquarters - Under Construction

I don't think that MSP rendering you posted is bigger than the one I saw before. All of those projects are great (well maybe not MSP) but my favorite is the Capitol Club Tower. I don't just say that because it's 18 stories, but I really like the design from the rendering. Hopefully they don't modify that look too much.

Majority of those projects have already started, although I haven't heard much about Ball Park North.
