"GlobalWatt, a California solar panel manufaturer, has narrowed its search for a new plants to Saginaw and an undisclosed Texas community. The business is looking to invest $177 million into a solar module plant, which could end up creating 500 jobs within five years. Saginaw's City Council is expected to vote Dec. 7 on tax credits to lure the plant."
