The African country of Sudan is wanting to spend $10.1 Billion on remaking cities in the southern part of the country into animal shapes:




It's one thing for Dubai to spend their vast oil profits on creating islands in shapes of palm trees, but another for a country like Sudan, which has vast poverty, to spend such a large amount of money on such trivial things.
