michigan housing locator

So for fun iv been looking on Michigan's housing locator. Every apartment building is fully leased. Why isnt there more of an apartment boom? http://www.michiganh...659419&Within=2

The boom has started.  Q3 construction activity for multifamily jumped big time across the country.

Because not every apartment building is fully leased.
