<strong class='bbc'>Developer drops out of Capitol Lofts; project on hold</strong><br />
The proposed Capitol Lofts apartment complex in Spanish Town that has ignited a firestorm of controversy in the historic neighborhood is dead, at least for the time being. Developer David Slaughter—who signed a purchase agreement with property owner Richard Preis last summer to buy 1.2 acres for the project, including seven houses that would have to be torn down—was unable to secure financing for the deal. Preis says he will decide early next year whether to keep the rental properties, sell them or partner with another developer. Preis says he has been approached by three or four interested parties, but so far has no specific plans. The fact that the project is not going forward at this time is unrelated to the battle that has been going on with city’s Historic Preservation Commission over the condition of the seven homes that would have been torn down to make way for the Capitol Lofts.<br />

CenturyLink says it will keep its corporate headquarters in Monroe and add 350 jobs in Louisiana, following the telecommunication company's merger with Embarq. Gov. Bobby Jindal and CenturyLink officials made the announcement today. CenturyLink had been called CenturyTel before the merger this summer with Kansas-based Embarq. CenturyLink is the third largest local exchange telephone company in the U.S., and the state's third Fortune 500 company. CenturyLink has committed to increase its Louisiana workforce by at least 100 jobs in 2010, an additional 150 in 2011, and 50 in both 2012 and 2013, all with an average salary of at least $45,000 plus benefits. The jobs will stay on through at least 2019, the same period that CenturyLink has pledged to keep its headquarters in Monroe. The expansion is expected to lead to the creation of more than 520 new, permanent indirect jobs, Louisiana Economic Development officials say.<br />

That's very true, you can tell within a section of cities as well where the most affluent people live by that same metric. For the record, I opted not to vote. Spoken like a true populist.  Don't get all bent out of shape over this.  You knew it was going to happen.<br />

Name a city with a massive "risky" public investment in something like this that didn't fail, and you'll be naming a city with higher average income than Baton Rouge, higher population, more massive privately funded developments.  Those cities are "awesome" because of the people there, the money they earn, and their priorities when they spend their income, and the less risky investments made by their governments- in bridges, drainage, education, and quality of life projects.<br />

People make great cities, not public investment into tourist attractions.<br />
<br />
If Baton Rouge was more affluent<br />
If there were more private development<br />
If Baton Rouge was a tourist destination of any kind<br />
If Baton Rouge wasn't less than an hour from New Orleans<br />

We aren't there yet.  Frankly, I don't think tourism (pitching this as research is comical) is the cherry we should be picking with public funds.  I think it's education.   <br />

All of this while we are in a recession.  I can't believe anyone is surprised.  I supported this bond despite of ALIVE, not because of it- because it addressed big issues that are hindering Baton Rouge's growth into a great mid sized city.  Baton Rouge is always going to be an hour from a great tourist destination, and New Orleans is always going to be an hour from a more productive, cleaner city that doesn't flood.   Baton Rouge voters are willing to pay more taxes to support needed public infrastructure- as proven by voter polls and the later Green Light Plan and the support received by BREC.<br />

Baby steps, buckett.  I happen to think that the public infrastructure investment outlined in the bond was worth the premium added by ALIVE, but clearly most voters in this parish didn't....and judging by the latest data, it's not split along party lines as much as it is by income brackets.   This is a city full of young and middle aged "middle class" people- the ones hurt the most by the latest recession. I wanted to stay in BR when I graduated, and be a part of the "upswing." However, I am now second guessing that decision, and may just move to New Orleans. This city, and well state, wonders why there is a brain drain? Its because people with big ideas and skills leave, because this state really isn't welcoming to them. I always defended our state and baton rouge against that concept, but now i see why it happens.<br />

Don't fret. Holden will have this on the ballot next year, hopefully split up. Even a spokesperson from hyper conservative Tea Party group said that they were willing to support much needed infrastructure developments, but not the ALIVE project. I honestly don't even think that particular mindset is in line with most voters in EBR, which is conservative leaning....but it's not Central or Livingston by any means. <br />
<br />
It's obvious that this failed because of the ALIVE project and the economic climate. <br />
<br />
It's a mean recession. Sure it does.....if society benefits from the findings of corporate research, it doesn't matter where it comes from.  If GM builds a safer car, Exxon designs a cleaner fuel additive, or if a drug company designs a better cancer treatment. I'll give you the benefit of the doubt cajun, as well as I wasn't very clear in my statement. I should have said "the private sector does not build facilities such as alive, because they are not lucrative." However, trying to compare Tulane, CATO or pennington to alive is a bigger stretch then me calling alive a public research institution. Also, pennington is part of the LSU system and as for the universities,  you named they are funded by students tuitions, alumni and generous donors.(which hopefully alive will receive to offset its costs). As for exxon, that doesnt even count, they conduct research funded my investors, to make money for investors, a completely different category.<br />

		<description><![CDATA[Maybe someone could riddle me this, since it's out of my area of expertise.....why does some of older asphalt material used on Baton Rouge roads turn brown and get really, really slick as it ages? Sherwood and College are good examples. Try driving on those after a rainstorm at anything but a snails pace. <br />

Why does Highland Road, which hasn't been touched in over a decade, still retain it's frictional properties and the darker, softer appearance?<br />

I agree with everything you say. But I would be scared to see I10 widened from the split to the bridge, even though its needed. Like you've mentioned earlier, i would hate to see the damage it would to the perkins overpass area. I think that straightening out that sharp curve and bringing the "merging" lane from the bridge all the way to the lakes though would help a lot. and be minimally invasive to the area.</div></div><br />

They think that it can be widened to 4 lanes in each direction with a shoulder....utilizing some of the "median" space between the spans and by shutting down the old Perkins Road on ramp. Since no one wants to touch the overpass area, we are going to lose that onramp.<br />

I'm sure they'll have to expropriate some homes near the 10/110 split. Washington exit ramp on northbound I-10 would probably be shut down or relocated.<br />

The problem is, is that Baton Rouge is in need of 50 years of improvements, because that is the last time a bond proposal was passed. If our community had taken care of itself before now, then I understand your point. But, we need all of the improvements, NOW, and its cheeper and quicker to group them together, then separate them out. <br />

Also, the most expensive proposal on the bond isnt alive, its drainage. Currently the cost for drainage is 178 million, but they have budget for 278 million worth of projects. That is because the federal gov is going to kick in 100 million in funds. That 100 million alone ,of "free" money, brings the cost of alive down to 125 million. Also, the light synchronization is expected to save the average family 10 to 20 dollars a month in gas, off setting the  monthly increase in property taxes for the average house which is 10 dollars.  <br />
<br />
You really have nothing to lose by voting for this bond. Well, at lunch time today, I drove to daycare to pick up my three year old son.  I returned home, parked the car, and was getting my son out of his car seat, when something caught my eye. I looked down, and 3 feet away from me was this 9 foot gator in my yard next to my house door. I threw my son back in the car, drove around to the other side of my house, and called 911. <br />

Several police cars and animal control showed up. After about 1 hour, the gator guy arrived and shot the gator. We had a small crowd of city personnel and neighbors. The gator was male and measured 8 feet, 11 inches. They said his belly was full from a recent large meal.... Could have been me or my son!  Lesson: All this rain is causing gators to travel.. I live in a nice subdivision in town - not out in the country. So, all I can say is watch out! Feel free to send this email and photo out to Wing Personnel as a safety reminder</div></div><br />

Nope, hadn't heard of this one. I have a few friends in Plantation Trace, and that definitely looks like the newer part of the neighborhood. So many emails circulate, you never know what's the real deal but that appears authentic as far as I can tell. Wow, that's a big gator! A gator hunter had to wrestle one out of the bayou behind my parents' house a few months ago, it was 7' I believe. I wouldn't call Alive an amusement park any more than I'd call an Aquarium or Museum an amusement park. The only "amusement" here is that there's going to be a massive amphitheater, which is a low maintenance venue that this town desperately needs. <br />

I think it's a huge risk to group ALIVE with the rest of the proposal, and we are all going to suffer when it fails- and I'm going to blame him when it happens. Holden was warned over and over again that the bond will fail if not split up, and he still wants to throw in a project that isn't really a "need" item, supported by taxes paid by people who are facing a serious recession and record unemployment...all this at the start of what is probably going to be a very depressing holiday season for millions. <br />

So I'm voting yes, but very reluctantly. <br />
