There's a tendency to draw lines, and recent developments threaten to pit those who like to do that against each other. The latest arrived in the form of an announcement by the Virginia Department of Rail and Public Transportation that the most cost-effective way to improve passenger rail service, and connect Hampton Roads with <a href='http://www.dailypress.com/topic/us/virginia/richmond-county-%28virginia%29/richmond-%28richmond-virginia%29-PLGEO1001011104010000.topic' class='bbc_url' title='External link' rel='nofollow external'>Richmond</a>, <a href='http://www.dailypress.com/topic/us/washington-PLGEO100104900000000.topic' class='bbc_url' title='External link' rel='nofollow external'>Washington</a> and points north, is by upgrading service that runs down the Peninsula, not by focusing on a high-speed line to Norfolk.<br />
<br />
The agency didn't recommend among the options, but it seems to have skipped the part where cost calculations are checked against common sense. Because it would point this way: While rail service to the Peninsula would be retained, the focus for high-cost, high-speed upgrades should be on the southern and western part of Hampton Roads, where two-thirds of the residents and most of the economic powerhouses are found.</div></div><br />

		<description><![CDATA[Looks like the general Virginia forum doesn't get much action, so I'll post this here and in the Hampton Roads thread.<br />

The <a href='http://www.drpt.virginia.gov/news/details.aspx?id=460' class='bbc_url' title='External link' rel='nofollow external'>EIS</a> for the Hampton Roads high speed rail is published online.<br />
<br />
They refrain from picking a specific route. The plan with the highest ridership is, predictably, the one with 110mph service to Norfolk and (improved) conventional service to NPN. However, simply upgrading the service to NPN without building anything to Norfolk is highlighted as the most cost effective.<br />
<br />
Even the most expensive option is listed at only $844 million - which includes a 110mph line to Norfolk and improvements to the 79mph line to NPN. That price seems unbelievably low to me. If it's accurate, then it's a bargain - and will stand an excellent chance of getting funded. This is as compared to the SEHSR route from Richmond to Raleigh which is estimated at $3.7 billion.<br />
<br />
Since both are 110mph lines, then why the big difference?<br />
Well, let's look at the differences between the two lines:<br />
<br />
HR HSR:<br />
<ul class='bbc'><li>90 or 110mph planned speed<br /></li><li>Uses an existing active freight line<br /></li><li>Is a spur line<br /></li><li>Fewer hills and fewer curves<br /></li><li>Retains 1/3 to 1/2 of the grade crossings</li></ul><br />
<br />
SEHSR (Raleigh)<br />
<ul class='bbc'><li>110mph initial speed; faster speeds possible in the future (with regulatory changes, new rolling stock, electrifaction)<br /></li><li>Will be acquiring an abandoned freight line from CSX and restoring/upgrading it as a dedicated passenger line<br /></li><li>Will serve as a trunk for the SEHSR line to Atlanta, Florida, and beyond<br /></li><li>More hills and curves to contend with<br /></li><li>Fully grade-separated (this is one of the most expensive parts of the project)</li></ul><br />
<br />
In NC, Norfolk Southern RR has said that they will not allow trains to move faster than 90mph on shared tracks, but they will allow separate dedicated tracks for higher speeds to be built within their right-of-way. I'd love for transportation issues to be a high priority for McDonnell, but apparently he's too concerned with NoVa traffic, ya know...since he's "Hampton Roads' own"...man I will be so glad to never see those signs again. 		<description><![CDATA[Well, I voted today (holding my nose the entire time <img src='http://www.saveaplanet.org/cdn/img/public/style_emoticons/default/dry.gif' class='bbc_emoticon' alt='&lt;_&lt;' />). We just didn't have any good candidates this year. Turnout was light, which means that McDonnell likely has this one in the bag. I just hope he uses his majorities in both house to actually get something done with transportation, i'm doubtful that this will happen though. More likely or not that social agenda of his that stayed suspiciously hidden during the length of the campaign will rear it's ugly head once in office, to the detriment of all else. One industry source identified Boeing as a potential partner in the effort, which would involve adding a new liquid-hydrogen second stage to the Taurus 2, giving it the thrust needed to carry around 8 metric tons to the space station. This would accommodate an Apollo-sized capsule based on the Cygnus cargo vehicle design along with a service module. <br />
<br />
Although Beneski declined to comment on the time that will be necessary to develop a crew transport capability, one industry source estimated four years from contract award.</div></div><br />

It sux because this guy is from VB...and if you travel down Atlantic ave along North End you see his signs everywhere, simply because he's republican and from VB. I mean really the signs should read: "Hey guys vote for me, even though you will be the number one demographic negatively impacted by my offshore drilling campaign!!!"<br />

I mean wake up guys...you live on the beach...you see the pollution everyday, remember like 3 years ago when all the fish were mysteriously dying with the holes in their gills. 		<description><![CDATA[Ok, so as the race is heating up...the biggest issue for me is absolutely offshore drilling. This is partly because I surf nearly everyday and the Chesapeake Bay is as polluted as it is... But both canidates are acting if favor of the drilling. Although Deeds go so far as include special regulations and limitations, and an emphasis on wind farms!!! But McDonnell says &#8220;I&#8217;m a strong supporter of drilling offshore in Virginia,&#8221; he said to diners&#8217; applause. <br />

&#8220;Virginia is going to be the first state to drill offshore in 2011. It&#8217;s already set.<br />
<br />
&#8220;I will be the governor that will see that through,&#8221;<br />

Now I've been doing a lot of research about the reality of offshore drilling...and everything I've read (and professors I've spoken to) say there is no way to avoid a certain level of oil spill and pollution. This is not the investment I wish for my kids some day...nor for my future health. I'm already being exposed to enough carcinogens as it is. <br />

So I'm still going to do some more research on Deed's plan...but right now McDonnell is scratched off my ballot!!!!<br />

A platform is typically given a quota of produced water which may be emptied into the ocean. According to the organization Culture Change,[2] a Gulf of Mexico rig dumps about 90,000 tons of drilling fluid and metal cuttings over its lifetime, with its wells also contributing with heavy metals. The platforms themselves also present a problem when discontinued. Yeah, I saw this. I was actually going to vote republican for the first time in my life because I thought his transportation plan was better than Deeds, but then this crap came along and smacked some sense into me. I could never vote for a man like this. My mother worked her butt off to raise and support me and the fact that he holds working women in such low disregard irritates the hell out of me. Don't get me started on he's antiquated ideas about gays (aka fornicators <img src='http://www.urbanplanet.org/forums/public/style_emoticons/default/laugh.gif' class='bbc_emoticon' alt=':lol:' />). From what I read, it could have been written by Pat Robertson and Jerry Falwell themselves.  According to a 34 year-old McDonnell, working women, gays, "fornicators", day-care, and of course Democrats have destroyed the family and are destroying America.  Doesn't sound much different from today's Republican party-line, so how much has he really changed his views?  <br />

There isn't much to see yet at the grandly named Mid-Atlantic Regional Spaceport, just the skeleton of an old launch gantry on a piece of oceanfront leased from the federal government.<br />
 <br />
 But promoters expect something remarkable to blossom on this sun-baked spit of sand and scrub on the Eastern Shore.<br />
 <br />
  <a href='http://www.baltimoresun.com/topic/sports/david-smith-PESPT006810.topic' class='bbc_url' title='External link' rel='nofollow external'>David Smith</a>, a state official from Virginia, which joined with Maryland six years ago to operate a commercial spaceflight center with the lofty acronym MARS, says the area is on track to become "the <a href='http://www.baltimoresun.com/topic/travel/tourism-leisure/cape-canaveral-PLREC000051.topic' class='bbc_url' title='External link' rel='nofollow external'>Cape Canaveral</a> of the North."<br />
 <br />
 For now, though, it's the <a href='http://www.baltimoresun.com/topic/economy-business-finance/wal-mart-stores-inc.-ORCRP016487.topic' class='bbc_url' title='External link' rel='nofollow external'>Wal-Mart</a> of spaceports.<br />
 <br />
 "They can do more with a dollar than anyone else within <a href='http://www.baltimoresun.com/topic/science-technology/space-programs/nasa-ORGOV000098.topic' class='bbc_url' title='External link' rel='nofollow external'>NASA</a>," said Robert Strain, director of the National Aeronautics and Space Administration's Goddard Space Flight Center, which operates the Wallops Flight Facility where MARS is based.<br />
 <br />
 The facility operates out of a one-room former gas station on NASA property, not far from a busy highway that takes beach-bound visitors to the southern end of Assateague Island. It employs six people.<br />
 <br />
 Spaceport officials like to tout their cut-rate location, a barrier island just off the Delmarva Peninsula. From here, they say, it's a shorter shot to the orbiting International Space Station, which means lower bills for rocket fuel. Insurance is cheaper, too, since flights go almost entirely over water (trajectories from Florida cross Europe and the Middle East).<br />
 <br />
 MARS' new $10 million rocket assembly building, soon to go up near a new launch pad, is so modestly sized that 50 of them could fit into the <a href='http://www.baltimoresun.com/topic/science-technology/space-programs/kennedy-space-center-PLCUL000170.topic' class='bbc_url' title='External link' rel='nofollow external'>Kennedy Space Center</a>'s Vehicle Assembly Building in Florida with room to spare. The Mid-Atlantic spaceport's sole rocket provider fashions launch vehicles, in part, from fuel tanks and engines developed for intercontinental ballistic missiles by <a href='http://www.baltimoresun.com/topic/politics/government/national-government/united-states-ORGOV0000001.topic' class='bbc_url' title='External link' rel='nofollow external'>the United States</a> and its Soviet bloc adversaries and decommissioned after the Cold War.</div></div><br />
