Description: Situated upon one of the only properties available within the City of Richmond that has direct river access, Echo Harbour is destined to be a catalyst in the creation of a new economic center for the Richmond community at large. The design of this mixed-use project, while focused on new tax-generating commerce for the city, also offers unprecedented public access to the James River.<br /><br />Formerly, this riverfront industrial site contained the Tarmac Concrete Plant. With the plant's many buildings demolished several years ago, the site has done little to add to the tax revenue of Richmond and has been an eyesore detracting from the area. Public access on the site and to the river has never been legally permissible. <br /><br />The development of Echo Harbour will change all of this. As a carefully master-planned luxury mixed-use center it will transform what appears now as an abandoned stretch of the riverfront into an extraordinary complex of luxury residences, a luxury hotel, riverfront fine dining, executive suite office space, as well as various recreational amenities and retail shopping for public enjoyment. Echo Harbour will be built with a "green" focus and will be pursuing LEED certification.<br /><br />A key feature of Echo Harbour will be its tailored landscaped promenade providing complete public access to the riverfront as a continuance of the Canal Walk and the beginning of the Capital Trail. This public improvement project and area will be both funded and maintained by Echo Harbour – at no cost to city taxpayers. Immediate public access to this park and the riverfront promenade will be from Dock Street at both ends of the property and through the middle of the building itself. The design of the building includes an 800 space-parking garage with 100 of the spaces dedicated for general public use to allow all of Richmond residents the opportunity to enjoy this unparalleled river access. Garage access will be from both Dock Street and a privately funded bridge connecting Echo Harbour to Main Street. Valet drop off for the restaurant and hotel will be serviced from Main Street.<br /><br /><br /><br />To further enhance the area around Echo Harbour for the public's benefit and to increase the vibrancy of the area, the developers of Echo Harbour have committed, in writing, to the city, the re-paving, landscaping, and proper lighting of the historic Great Ship Lock Park. In addition, if city officials agree, the developers will landscape up to 12 acres of Chapel Island as a new publicly-accessible community riverfront park.<br /><br />In order to help preserve the views of the James River from nearby Libby Hill Park and accommodate the desires of a few residents of Church Hill, the developers of Echo Harbour have re-situated the building as far to the west on the site as possible, designed a 100-foot view corridor between the buildings, and substantially lowered the height of the structure on the east end. The Echo Harbour site is approximately five acres situated between the Great Ship Lock Park and the Lehigh Cement Towers.
