I wonder if that parking deck will be the front and center view for much of the Cotton Mill condo owners. A pedestrian bridge for them is way overdue to Seaboard.

When I used to live there about a decade ago, there was a locked gate in the wood fence along the Cotton Mill property bordering the railroad.  Owners could access Seaboard via that gate with their keys and then walk across the tracks.

Not sure how i feel about all the retail being on the narrow alley for Signal and the next building to the west. In my head I was expecting storefronts to face Peace College. Another inward facing development like Smoky Hollow. Why is it so scary to create active streetscapes and keep doing this self contained stuff even in downtown? Giant let down.
