^In retrospect, elevated monorails and the like are kind of expensive. Miami's Metromover has been quite successful, though it doesn't make any money (it's free!). Jacksonville's monorail got a bad rep for being incredibly expensive to build and maintain and not having high ridership (that will change in time...)

I think it's more of an economical reason that they're going with street-level rail nowadays. And besides, who wants elevated tracks running down their street?
