This is certainly a huge garage but I think there is one big reason. Most office buildings in the CBD only have parking for at best 75% of their workers. The lots around Nissan Stadium and the CBD public garages house 1000 of worker cars. Midtown office sites will need to house 99% of their workers cars to be competitive. They may also actually be thinking of offering parking to adjacent businesses as others suggest. 

I have to wonder how many entries and exits will the garage have. 5pm exiting back ups don't make for happy tenants and 16th, 17th and Hayes were already pretty jammed, at rush hour,  prior to this development.

What’s weird is to think about how there will end up being enough construction underground that if it were all stacked above ground would actually be a pretty tall skyscraper! (Square footage-wise)
