Options:

1) Since the site is only partially excavated, someone could build on the less excavated portion of the site and have a nice pond with a fountain show on the excavated portion.

2) Nashville could buy the property and create its own version of an underground with a couple of honkytonks and souvenir shops.  At the surface level have a giant guitar shaped observation tower as the center piece of a park. 

3) Zoo Nashville could buy the property and convert it to an aquarium site (every other city has one, why not Nashville?).  Or create a new concept called the Underworld that showcases creatures around the world that live primarily underground.

4) Beaman could buy the lot and create an underground car dealership, sell their current property for an urban residential, movie theater, and retail complex to include Target and Ikea.  Or go for broke and create Nashville's own Rodeo Drive or build a mall like the Beverly Center.  Or, go safer and build an urban mall like the Fashion Centre at Pentagon City in Arlington, VA but add a Target to it as well.  Build an Ikea across the street.

5) Create the worlds largest model train system and museum.

6) Nashville could convert the site to an underground amphitheater with a Roman Coliseum façade  around it and a retractable roof.  This would expand entertainment venues to Midtown.

7) Since so many people think adult entertainment stores are eyesores and unwanted in their communities, Nashville could convert the site into the worlds largest underground adult entertainment, video and toy store.  The lower you go the seedier it gets.....

8) Create an underground museum dedicated to the many development projects, proposals and ideas that never came to fruition.  It can contain all the models of those projects with the WES being the cornerstone of those projects.

Alex S. Palmer and company has tapped the Nashville office of Batson-Cook Construction to serve as the general contractor for its long-planned West End Summit project in Midtown, Nashville Business Journal reports.

Previously, the local office of Turner Construction was to have overseen the duties.

Batson-Cook recently finished work on the mixed-use 25-story SkyHouse Nashville, located one block from the West End Avenue site for WES.

Palmer told NBJ he is still working with Eastdil Secured (to lure investor equity) and with the New York office of real estate firm JLL.

You are close to being correct. The whole WES first iteration was proposed like in 1999 or even 1998.
