Apparently TDOT denied a request by a Metro Councilman to do exactly that in 2015.

With any luck, now that the owner is dead the property taxes won't get paid and Metro will take over the property and remove it. 

Hell,  if Metro places a tax lien on the property, I'll bid on it with the hope to take over the property and invite all who want to see it gone to come out for a day of demolition.

To be clear, TDOT, like most DOTs, would prefer not to have trees/brush on their ROW regardless of the location.

Ridgeview Apts. project at 1445 Eagle View Blvd. has been renamed Ravel Apts.  Appears to be four 3 story buildings and one 4 story structure with a total  of 324 units. Work has been underway for several months. Plan is to be open by March of 2022.  Thanks to LA-TN for the update on this.

I do not know, but I seem to recall (25 years ago?) that one of the government entities planted shrubs or trees and the guy who owned that property (I assume the man who just died and left his dog as heir) began cutting the 'grass' and the shrubs.  That is all hearsay from several folks that may have been urban legend.
