With apologies to TDOT's traffic data section, I wouldn't put too much stock in a single year's measurement. There are traffic variation factors they can use to translate a count on a given month and day of the week into a average annual number but the bottom line is that it's hard to draw conclusions about the exact number of vehicles that cross a point on a road in a given year from one 24-hour tube count. When I look at those numbers the only thing I really get from them is that Eighth Avenue around Berry Hill gets a hair over 20,000 vehicles per day and has for a while.

Didn't quote because there are several posts about this, but just to circle back on the 8th Avenue S discussion:

The traffic counts are important to a degree, but it's really about a larger philosophical question - should this road be designed only for cars, or should it be designed for cars, bikes, and pedestrians?  As it is currently designed, 8th Avenue S is designed only for cars.

When roads are designed only for cars, they create congestion, because (a) car trips are forced, increasing traffic, as there is no safe way for people to walk or bike even if they wanted to, and (b) they serve to funnel people to developments farther down the road (think Brentwood, etc) which in turn creates more traffic.  Conversely, if you design a street for cars, bikes, and people, more people that live in the area will choose to utilize the street for bike and foot trips instead, which reduce car traffic, and to the extent that vehicular traffic capacity is reduced, people will change their behaviors to either avoid the street by either driving less, taking their cars on other roads, utilizing other transportation modes, or by over time moving to areas that reduce their need to rely on the street in question for their driving trips.  

When you design places for cars and traffic, you get cars and traffic.  When you design places for human beings on foot and on bikes, you get people walking and using their bikes.  If we change 8th Avenue S to not exclusively serve cars but rather a broader segment of the mobility options available to us, more people will choose to use non-car options to get around.

Foreseeable, of course, and codes requiring currently-acceptable urban design standards tend to confer a "permanent" constraint to the right-of-way.  Not to mention the fact that the nearby parallel heavily utilized RR connector, from Radnor to downtown and beyond, and both I-65 and I-440 have forced over-capacity by cut-offs of many intersecting secondary surface roads, and with the development surge on 8th So., it is bound to become a critically mounting issue.  But a realization of contrasting socio-economic environments among corridors within the city can be quite revealing, within the timeline of the previous 45 years.

Of course we all "remember" when the population was much, much less, and that during the mid-'60s, I-65 had yet to extend south of Division St. and one had to drive to Harding Pl. to get back on and continue south.  Franklin Road was simply "THE" main state highway to Franklin and beyond to the Gulf Coast, and Melrose was the "Outer Limits" of the old city at Berry Hill.  Unfortunately, Franklin Road was not widened significantly, as was Charlotte, prior to the evolving constraints confronted with now, and by "fair" comparison, much of that has had to do with previous politics and "urban renewal" along Charlotte (and Cedar St.) during the early-mid 1970s and the ensuing widening of that thoroughfare, from Capitol Hill to around 33th Ave.  They even replaced the then-L&N RR underpass with a widened one at that time, in anticipation of removing most of the remaining then-considered blight along lower Charlotte.  8th Ave. always hasl had "respectable" and sustainable businesses along its corridor (in the eyes of the decision-makers and stakeholders), and there either "would" have been or there "actually had" been push-back against widening 8th Ave. in the same manner and during the same period as Charlotte had undergone.

Again, it's a tale of two separate state highway corridors undergoing concurrent transformations but with differing historical circumstances, and at differing constraints.  I realize that it's long after the fact at this point in time, but this "case history", as it were, can be applied to the re-urbanization of all other corridors as well, as time goes on, but without infrastructure changes.  Lower Charlotte Ave. just happens to have more "latitude" for multi-modal adaptation than does 8th Ave., even though now Charlotte definitely is geared to automobile use.

Ha.   I ran by this just yesterday and what struck me was the "park" next door.  It's actually a metro park (Tony Rose Park), but seems rather sad and neglected.  It has a large cul de sac in the middle of it and some decent playground equipment and a little gazebo on one side.   On the other side of the cul de sac is just a vacant lot behind a guard rail that serves no purpose.   Lots of new construction in the adjacent neighborhood (Sigler and Hawkins streets) and families moving in.   Perhaps the neighborhood can persuade the Parks dept to plant some trees and add a few benches.  It could be a real asset.

If I lived on a residential through street like 10th Ave, I would be concerned about this. I'm just not convinced traffic will funnel onto I-65.

10th is getting narrowed with bike lanes and traffic calming, as well. Neighbors are pushing pretty hard for stop signs or traffic circles. Not sure if the latter two things will happen, though.

I have to admit, I use 10th in order to avoid 12th to Kirkwood. Even with traffic calming, that would still be fine. To many Pedestrians not watching what they are doing on 12th.

 

Also, too many drivers going way to fast on 12th as well. The speed limit needs to be 20 MPH or even 15 mph thru the busy section.

I don't know when I even get up to 20mph on 12th....maybe early on a weekend morning...too congested.

There has been a push for the traffic calming (on 10th) by locals, but metro traffic kept pushing back not wanting to slow it down too much. Metro also was pushing back at multiple stop signs and crosswalks on 10th. The thinking is that certain stretches - Belmont, 12th, 10th and 8th need to be allowed to flow. I do think that this time, the current local group is going to get some changes on 10th due in large part to the school, no amount of patrolling is slowing people down, even the parents dropping off kids are speeding (when leaving), I have heard.
