this seems related to the Ct River plaza move

 I mean really it could be UConn related too.

 

think of having 2000 state workers at CT river plaza plus 3400 Uconn people in the same area, owning a huge garage is a good idea.

 

Editing this in...

Ct River plaza has 800 parking spaces as well.

so with the two garages combined the state would have 3090 parking spaces in this part of downtown!

Certainly enough of all of its office workers as well as the CCC students and probably UConn

 

at this point it almost makes sense for the state to buy 200 Constitution plaza as well.
