Am I the only one that doesn’t like the thing on the top of that overlook? It looks unfinished to me. Wish it had a real canopy to keep out the sun but it probably has some symbolic meaning?

It does look a little unfinished. It'd be nice if they grew some sort of flowering vine on it.

A canopy and lighting on the metal structure still have yet to be installed, along with some other finishing touches throughout the park.

No, this thing is definitely condos it appears. Right between the river and Sidewall pizza.

I heard it's an architect's office.

There was a large personal residence planned for that site a number of years ago when the existing building was torn down.  I had assumed that was finally taking place, but an office would not surprise me.

Building permit worth $1.5 mm for 12,647 SF commercial building issued last August. 

The lot is only 50 x 110, so I guess it is at least three floors.

Did this go before the DRB? Anyone know for sure what this is going to be?

If it not multi family or if it isn't in the CBD it wouldn't have to go before the DRB.  I assume it either an office building of the personal residence that was planned with the past building was torn down.
