Controversy with the tallest building?

I was not sure where to put this, but I thought it was an interesting article talking about which building is the tallest in the US. It seems pretty relevant to us since quite a few members mention how the Batman Building has a false height since so much is unoccupied at the top.

 

What is your opinion on how the building should be measured? I used to say include the spires and all until I looked into this article. Sears Tower (I just can't call it the Willis) is almost 100 feet higher without the spires. I also never knew that almost 30% of the burj khalifa is unoccupied space which to me almost seems like cheating.
