Apartment will be over garage, I believe the  current built elevation will be plaza level extending to Main Street, meaning work on the apartment proper hasn't begun.

my reference is the latest submitted plaza designs and former plans showing the apartments sitting over a three story garage on the falls street side

There's 12 floors above the (3 story) garage....correct?

That’s an old rendering. The developer and architect  just used it here to show the plaza and garage layout. The DRB approved structure is for 15 stories. Three stories for the garage with twelve stories for the apartment building above that: https://upstatebusinessjournal.com/news/front-row-greenville-design-review-board-urban-panel/ (half way down article page)

Notice in the original rendering below that the office/condo and apartment buildings are right around the same height. Now the proposal calls for the condo/office buillding to be a good five stories taller. Great to see.
