In lots of places these are very cool places.  Hartford's is kind of a dump. But the potential is there.

this was an excellent read.

 

I have long thought this an under performing asset.  wife and I went there once a while ago and just like the article says, we left empty handed because of the terrible conditions there.  we didnt know where to park or where to walk to. 

 

anyways, it seems the state is going to do some imrpovements and pretty much anything would be an improvement.
