City selling last surface lot South of the arena - to the DDA

So the parking commission is selling the Area 5 lot to the DDA for $3.3 Million, so that the DDA can better facilitate a development site on it. And it sounds like the parking commission may take some of that money and kick off an underground parking ramp South of the arena with a potential development site above it? That would be a first. (If you follow all of the article links it seems to be what they're suggesting)
