Great question. My understanding is, it’s being done by the group who won the bid, so Peebles. It is being done in conjunction with getting the site ready for the large scale development. But I have no idea who is paying for it. It might be the city.

The goal is to accommodate future needs so I wouldn’t say that the infrastructure upgrades are a definite indication for this project. This will also serve the innovation district and the medical campus which is imminent thus far.

It's prerequisite work for any new development in the immediate area. Most likely needed for any BV construction to be possible, but not a guarantee any BV construction will happen.

Yet Levine exists. I’m not saying it won’t or it will, but you must tread with caution and it seems like it’s chugging along but just as easily it can halt and or fall apart.

I don’t think that Peebles can build a new Tallest in Charlotte anywhere on the BV Site due to the Zoning/Development approval that was done long ago.  Someone correct me if I’m wrong…

There's been demand for everything in the QC for a decade plus and yet here we are discussing whether this will ever happen or not. I feel the scepticism is warranted.

This round of development isn’t a new thing for Charlotte. It’s not more transformational than the past. In what felt like one round, we got  Light Rail, DEC Tower, Romare Park, Epicenter (as it’s hey day), a 50-floor apartment tower (Vue), Little Sugar Creek Greenway, etc. 

Back then. Brooklyn Village had massive plans, there were renderings etc. i mean, this thread was created 15 years ago. There have been times that there seemed to be more momentum etc for this area than now - to be honest. 
 

My point is. We don’t have to be rah-rah cheerleaders and optimistic about everything. Lots of growth has happened, is happening and it’s exciting but you know. When you’ve been following it for over a decade. You take it as it comes.

This site is UMUD, you could absolutely build Charlotte's new tallest, nothing is set in stone with Brooklyn Village, its all very market driven, a general master plan was approved to win the site, but its still very much subject to change.. THAT SAID, any intelligent person can look at the questionable state of commercial real estate, the kind of high rise product that is being pushed in Charlotte, the general health of Uptown Charlotte as a PLACE, and the fact that Charlotte has 280 miles of inner city suburbs with little to no density, and know that a new tallest is decades away.

Oh wow I didn’t realize it had UMUD zoning.  Also - I was bummed out years ago by the small number of Residential promoted within BV on that previously proposed master plan.  I felt the numbers were too low for an Uptown/Inside the I-277 Loop, nice that it is subject to change.  I thought they were locked into that Master Plan.

What I've seen of phase 1, the 277 portion, looks nothing like what was proposed in the master plan.

big change has happened on the BV site since Peebles was named the lead developer.  That being the medical district across the freeway and he can expect a lot overflow from that project.  I still hope a full size grocery store is a part of the plan

Early On there was a full sized teeter eyed for the site on 3rd and McDowell currently where Marshall Park is.
