I don't think it's about entrepreneurial spirit. I think it's more about barriers. Have you looked at the zoning map?  Check out Euclid. There's a bunch of large parcels zoned TOD-RO, TOD-MO, and such. Great. However, right across the street is R-5. Individuals are most likely to own those houses, and incremental development (entrepreneurial spirit!) would lead those property owners to be some of the most likely to build small-scale developments. The corner of Euclid and Butternut, for example, would be a prime spot. Probably moreso later, even, because the grid could be restored in that area as the CHA development is redeveloped.

As it stands, none of those property owners have the resources to fight the city (and their neighbors) to get anything sensible built, so their only option is to sell out to a large developer who will assemble a massive block and then wrestle with the city to get something built.

I hadn't really considered this but 5 floors there is going to be really substantial. I know it will be dwarfed by Hearst but still will be pretty big

Something along these lines? Based on floor counts of the stubby base of Hearst. Not sure what you call that feature.

That stubby base is a parking deck believe it or not. This is what happens when a banking titan builds something. On the other side is the massive trading floor.

I think it might have once been planned, but was taken out of the plan. @Jayvee owns this project from a Journalistic perspective, so he would be the best person to answer this question.
