Tennessee State Museum, SE corner of Rosa Parks Blvd. and Jefferson St.

I believe there are two reasons for the amount of space between the corner of Rosa Parks Blvd./Jefferson and the museum:

1) They wanted to create some green space initially so that people know this is a park.

2) They may want to have room to expand the building northward someday as more space is required.

They're trying to make it more authentic by channelling the run down abandoned Highway 70 roadside tire shop look. Very avante garde.

The final exterior finish will be stone.  Huge slab of beautiful stone.  Requires something hefty to hold it thus the CMU you see in these photos.
