Tennessee State Museum, SE corner of Rosa Parks Blvd. and Jefferson St.

I believe there are two reasons for the amount of space between the corner of Rosa Parks Blvd./Jefferson and the museum:

1) They wanted to create some green space initially so that people know this is a park.

2) They may want to have room to expand the building northward someday as more space is required.

Sure, just not in the main exhibit areas as those places have to have the highest standards of humidity control (you'll also notice there are 0 roof penetrations above a lot of it).  There's one really cool window opening that angles your view directly at the Capitol.
