Nice! I wanted to get a picture from the balcony at Harmony Hall but I rarely see that garage door open lately, with the colder weather.

This one shows no setback, but who knows which one they're going off of?

And if I look at the picture you took @mgreven, there is a "slight" setback on the top floor.

To correct my earlier thought, I think the thick band of brick just below that top floor gives the impression that it's recessed?  You'll notice on the other floors it's not present. And that brick is yet to go on...

Based on what I am seeing in the photos, I'm pretty sure that they are building the bottom/second version. As was said up above, what is happening is not necessarily a seback in the building structure, but rather a thinner facade material on the top floor with the thicker brick cladding below.
