That parking lot is owned by the Convention Center and the city.

Adding to what enicideme said, I'm fairly sure the CC wants to hold on to that in case of a future expansion/annex, which is sort of overdue already since several conventions express interest in Charlotte but we just don't have their kind of space.

Kind of, except dry wells release slowly into the ground. Those pipes will release slowly into the city stormwater system (which eventually releases into little sugar creek, etc). In this region, the ground is so clay-ridden that it does a horrible job of soaking up extra water. Unfortunately that means paying for these huge stormwater control systems that are really expensive and no one realizes are there.

I know it's pretty dirty water (runoff from streets), but it's a shame much of the water couldn't be used for irrigation during dry spells.
