In the mid-90's there was a referendum for the school board to buy the closed Iveys's store building to use as a high school for the arts. This bond vote failed, as it should have, in my opinion. It reeked of desperation.

It is city property, so it is very very likely being saved for convention-related uses.  It was briefly pitched when they were euphoric over Nascar to be part of the Nascar HQ, but that didn't materialize, and we now know that wasn't the boon we thought at the time. 

But we are lucky that that era did give us office and convention ballroom in the mix, as those have proven more useful to the city than the Hall of Fame. 

In the 2nd Ward Master Plan (2002) when they were pitching an urban high school, it was listed as a potential site for that, but even then they still listed the default plan for that, which is for the Convention Center.      The fact that the city did not include it in land to sell for private development means they do think that civic uses should go there and that's their only real remaining option for expansion unless they go up on their current land.  I tend to think one urban block is too small for a HS anyway, as the Metro/Morgan school is effectively 3 blocks there, and CMS controlled a much larger piece of land around Walton Plaza, and never made a school out of it, so it is a stretch to imagine the city (not responsible for CMS) would give up that block to pursue a school versus something of better economic development potential.
