Conestee is slated for redevelopment, as is the one up by Greer. 

They are also trying to find ways to redevelop the one in Easley.

There are two in Greer, only the Apalache Mill in Greer is slated for redevelopment.  The Greer Mill still has some industrial uses.  Also, in Greenville the Dunean Mill and Franklin Mill still operate as well.  The Franklin Mill is the one just past Mills Mill and is where Palmetto Adhesives is located.

Has the city made a legitimate effort to get contiguity?  You can see on the County GIS site that Fountain Inn has annexed far flung areas with a simple shoestring connection. 

The parcel immediately south of the Plush mill will most likely be annexed soon, so that helps. Could the city not use highway ROW or a 5' shoestring to cover the remaining distance?  i know ROW annexation has been curtailed somewhat by law in the recent past but it still seems like it occurs in some instances.

No, rights-of-way or easements can not be used for establishing contiguity anymore.
