Does anyone have the 'explain it like I am 5' overview of the new coalition with the county commissioners?

The CO posted that they broke from a longstanding tradition in having the highest vote getter become chair last time around and elected Fuller.  This time, they through support towards Scarborough.  

They allude to Fuller being difficult to work with but does anyone have examples of this?  Does anyone have an idea of what direction the new board will take under this coalition on specific issues?
