It's not just you. Seems like one floor per 4 - 6 weeks.

This is yet another 2 year project that will take 2 years to complete. Accurate timelines are always such a disappointment

The Rutledge Restaurant will open in spring 2019 in City Lights.   The 185 capacity establishment will be operated by brothers Curt and Mason Revelette, and will be open for dinner only featuring classic American food.  It will be on the ground floor of the  northern end of the building, with high glass windows on three sides, and a patio that looks out on the downtown skyline.

Along the east face at grade they have also begun installing brick work. Already have most of the first level bricked in (starting from the south)
