Each city has there own slew of challenges and rock is definitely ours. Boston as an example, they have challenges of the water table. Rather then blasting though, they need to build what is called "slurry walls" which need to be trenched and poured prior to site excavation. 

Planning is also pushing more and more for a balance between underground and above ground parking. This obviously have cost implications multi level parking garages have a national average cost of $19,000 to $30,000 per space while the cost of underground parking is $25,000 to $50,000 per space.

If we did away with height limitations, would most developers just build above ground parking?
