Please refresh my memory. Elmington Capital says they are replacing the ±290 affordable units and adding some new units. Will SLI be held to this same agreement?

The article states the units will be rented at market rate.

The southern-most tip of the Reservoir project known as Zone 7 at 1501 Hillside Ave. is now being more designed with multiple 3 story structures entailing 32 residential units (18 single family homes and 14 townhomes). Four existing apartment buildings will be razed to make way for the  new.

Another section of the Reservoir project  should be getting underway soon: 1310 Hillside Ave. will offer 163 residential units, most likely in a series of 4 or 5  story structures. SLI Capital and Regent Partners are teaming up to develop this phase with Kimley-Horn involved as civil engineer.  No renderings available yet, but a rough diagram shows an elongated series of buildings on the narrow lot with a pool and internal garage.

SLI is also about to start a 5 story, 445 unit phase just to the north of this at 809 Edgehill Ave.

I feel like with this redevelopment we are always waiting on renderings (if they ever come, which sometimes a project won't). This is the plan that was pulled from public documents. As we can see they are creating a "donut" at the western end of the parcel (along Hillside) and keeping the "horseshoe" at the eastern. This is a slight variation from the sketch above. 

Additionally, the project is proposing to improve the intersection of Wedgewood Ave and Hillside Ave with a new signalize intersection. This will help, I'm sure, but I do wish they would've put the third crosswalk in on the east side of Hillside across Wedgewood so pedestrians wouldn't have to cross two streets to go from the southside of Wedgewood to the east side of Hillside.

How much of the utility work that's been happening on 8th Ave. is for this project? Has there been any progress on the next phase of development on the site? Several lots appear to be sitting empty.

This is all back in front of Planning. There is a revised plan with increased height and maybe use change to Zone 1 & 2. I have not had time to go through with a fine-tooth comb. One of you can do so and pick apart.

Only one section will be 3 stories,  75% of the development will be 5 stories.  There will be one 11 story structure near the intersection of Edgehill and 8th Ave. South.

I am not 100% clear what is changing here even after looking through this. 

They do spend a lot of time talking about the views from the reservoir which is confusing, it's not even open to the public is it, so why should views from there matter, I feel like I'm missing/missed something.

Views to the reservoir, not from it. The reservoir is listed on the NRHP so preserving the viewshed (particularly from Fort Negley and Rose Park, or other areas of historical interest) is a criteria in keeping it listed.
