I think it's critical for the City to require GF retail, at least on certain identified corridors (Church, Orange, Eola, etc...).  As more residential developments get built in secondary locations, we'll want the retail for those folks to be focused on those corridors.  We could get ten more 250 unit developments downtown in the next 10-15 years.  There will be enough people eventually.  We're making great progress lately though.

You make a great point.  Zone it in clustered areas along the major corridors and in a way that creates a "district" instead of a lot of dislocated shops next to empty storefronts on backstreets and under vacant apartments. 

Spenser pointed out Publix on Central as a great example. Walgreens on Church and Orange is another great example. Create GF retail around these locations and high traffic areas, and it will succeed much better. Not on every non-descript mid-rise apt complex in the entire city.

Heck, if that’s the problem, let’s kick out the. ballet school on Mills and turn it back into a bike store! I already walk to the Y, so that would be an easy bike ride.

I question the decision to include retail in some of the south Eola developments that are not directly on Central Ave, for instance Citi, 420, etc.

Radius may also be another that, given its location, may not be best suited for a retail component.

With the latest wave of apartments, Church St east of Rosalind is getting a lot more traffic these days and both Citi and 420 have done a good job of filling (at least for now) their gf retail. They are also all easily within walking distance of th “anchor”, Publix, as well as the DGX On Rosalind. Hopefully, the Sanctuary and other Eola Drive buildings will give up on Peruvian seaweed fusion restaurants that rarely stick and do more small retail that is also walkable.

Central has become a victim of its own success. Between the lack of a left turn lane at Rosalind and the Lymmo using the same lane as the cars, I avoid it like the plague to get home and use Church instead.

Central is great on foot but horrible to get to. Also, because the north side of the street is taken up by the park and The Waverly has no gf space for retail, there’s not much room for more stores. It didn’t help that Sage Dental took up most of the Paramount’s retail space other than Publix ( we came so close to a WaMu branch and Publix Liquors there, but no go).

I don't think so. They are zoning for core, and not specific cluster areas and traffic routes  (whether car, cycle, scooter, or pedestrian). 

They should concentrate more on making cluster areas to drive dynamic street level activity, IMHO.

So funny thing.  They made the fence wrap around the sidewalk so now your only option once you cross the Colonial Overpass is to have ESP and turn toward Orange at Crescent station.  Otherwise you're illegally crossing the tracks to get to Livingston St.

Which sidewalk?  The sidewalk just east of the RR tracks near LCS is owned by Lynx.  Did they fence that one in?
