several buildings around uptown are this way  the Avenue has a glass enclosed garage as does Truist/Hearst tower. and FNB Tower is doing this as well.

Good question. Ive also been wondering how they deal with ventilation in glass enclosed garages...

That's odd that they would be testing any fan over normal conditions for a parking deck.  The ventilation fans are also used for post-event smoke evacuation but they should still be ran at the same CFM as the typical ventilation. 

EDIT: If you're talking about the fans at the elevators, I have no idea why they would be doing any testing above normal conditions.
