Why do they have to compete? Why not compliment the casino by offering more at Waterside? This is the perfect opportunity to build this so-called "District" and offer more entertainment. Where would you even put a casino at Waterside?

Unless the bar element isn't working as well as the Cordish Co. expected, and they need a scapegoat?

Norfolk promised to help them get a casino in the future if it ever became legalized. Norfolk did not promise, however, to never work with anyone else on a casino. The contract says Norfolk can't give anyone subsidies for a casino until 2023. Cordish is trying to claim that Norfolk working exclusively with the Pamunkey is a form of subsidy (it's not) and they want Norfolk to cancel the deal. Norfolk is bound by law however to work with an Indian Tribe to get a casino. It's in the legislation, so  if Norfolk is forced to cancel the deal, then no casino period. Basically Cordish is throwing a temper tantrum and trying to burn the whole damn house down simply because they didn't get what they want. This has been in the works for years but they literally waited until the day the city signed the final deal with the Pamunkey to say something...

If they're gonna act like this I don't care if the entire endeavor fails and they have to shut Waterside down. We don't need Cordish here. There's such a thing as being a good corporate citizen and obviously they have no clue what that means.

Just put Waterside out of its misery already and let's move on. If anything, extend Town Point Park in the meanwhile.

This post aged well I must say. Cordish goes through hell and high water to get rid of Joe's Crab Shack in Waterside when that was one of their lone "highlights" in Hampton.

I had said leading up to Waterside... don't play ball with Cordish. They'll play ball... up until the rules no longer suit them. Now they're going to try to hold the city hostage from being able to move forward with one of the most transformative projects of this generation. I mean, the casino might be as transformative as Cordish billed their project to be.

Cordish is getting tore up on the Facebook articles right now. People do not have nice things to say. Their decision to try and block the casino seems to be extremely unpopular. They may have to walk this back if they plan to continue doing business in this area.

They have a small town mindset when it comes to Norfolk and it's infuriating. If they are concerned about future competition maybe they shouldn't of put the equivalent of a high end food court in one of Norfolk's prime pieces of real estate in the first place. I'm still upset over the fact that they basically put the exact same thing that was there before. If they continue to attempt to block the casino I'm never visiting that place again.

Also,  did the casino thing pass the legislature?

The Senate passed compromise legislation late last night. The house was waiting on the senate to act, they will vote on it today.

"The Virginia Senate late Saturday twice voted 27-12 to approve compromise legislation allowing casinos by referendums, but at 11:13 p.m., the House voted to extend the deadline for regular bills to 6 p.m. Sunday.

Sen. Louise Lucas, D-Portsmouth, the original bill patron, presented the conference committee report featuring compromises on the gaming tax rate and a series of other changes. Senators approved both House Bill 4 and Senate Bill 36, companion bills to allow one privately owned casino to operate in Bristol, Danville, Norfolk, Portsmouth and Richmond, if approved by a majority of voters in each city.....

The legislation would require a minimum investment of $300 million in each casino, rather than the previously approved $250 million. It would also require a $15 million casino operator’s license fee — as proposed in the Senate bill. The license would be good for 10 years but reviewed annually by state officials.

In prior versions, the House bill proposed a two-tier level of taxation, but the compromise bill sets one level with an 18% rate on the first $200 million in annual net gaming revenue, 23% on revenues between $200 million and $400 million and 30% on revenues above $400 million. The previous Senate bill proposed rates of 27%, 31% and 40%."

Also, I love how the minimum contribution was magically upped to $300 million after Cordish agreed they'd do the minimum contribution of $250 million... :lol: Hard to tell if it's connected, but it seems petty, and I'm here for it. Gonna be hard for them to polish that... Waterside..by adding a couple cheap table games and a parking garage and justifiably say they spent $300 million. Now they have to come up with a real proposal or go home.

It's murky. I don't believe there is anything Cordish can do once the Pamunkey purchases that land, but up until that purchase, they can definitely throw a wrench in the plans. If they find a sympathetic judge, they can file an injunction to prevent the sale from going through until the matter is settled. Once that land is purchased however, all they can really do is ask for monetary damages. They can't prevent the Pamunkey from building the casino on their own land. If I were the Pamunkey, I would complete the purchase of that land the day the governor signs the bill. Even if the referendum fails, they can always sell it back.

No, the referendum is not advisory. If it fails to pass there will be no casino.

I think we're going to see very fast movement on this from here on out.

"Sunday’s final vote is the approval local governments in those five cities have needed to move forward with deals they tentatively struck with casino owners...And Norfolk’s city council voted in September to approve a land deal with the Pamunkey Indian Tribe for a casino and hotel complex next to Harbor Park, east of downtown and a fair distance from other businesses....Once a locality tells the Virginia Lottery who they pick to develop the casino, the department will vet them. Then, voters will decide whether they want the casino and in a specific location proposed. If voters approve the casino, the Lottery Board issues the license, which is valid for 10 years and has to be reviewed annually."

All referendums will be held November of this year. The Pamunkey have stated that they wish to start construction immediately, so construction will start at least within the first quarter of 2021.

I’ve always been open to casinos in Virginia, but I want to make sure we do it in a responsible manner. That’s what I plan to do.”

In Richmond, we are requiring a RFP for multiple bids, which needs to be finalized and decided by the ballot date.  That delay is going to make for a tight window here.  I take it you all lack the requirement for a RFP?

There is no RFP requirement in Norfolk. They are free to choose as they see fit, and have given the Pamunkey an exclusive deal. For now, that is. We’ll have to see how much the Cordish situation factors in.

Just an update, bill has still not been signed. If bill has not been signed within 30 days (April 8th) it becomes law without the governors signature. He has until the 8th to make changes or veto the legislation. One thing that’s come up.

But Secretary of Finance Aubrey Layne said the coronavirus will force the state to take a closer look at both casinos in general and city-specific agreements. He said no one, including lawmakers, has considered the coronavirus' long-term impact on whether gamblers will still be willing to spend time and money on crowded casino floors. 

“Certainly, there's going to have to be some additional scrutiny," Layne said. “They're not the panacea everybody thinks they are.””

Absolute, unadultered, nonsense. The virus doesn’t have a thing to do with casinos. Once the pandemic is over, people will return to life as they always  do. If this idiotic excuse is the one they use to torpedo this legislation, then they were looking for any excuse to deny casinos in the first place and never intended to support them. I am dumbfounded by this response, but Layne is not Northam and is a member of the opposite party. I’ll take this with a grain of salt for now.
