Is the meeting today? It sounds like they still might not get license approval for some time.

"The Virginia Lottery Board is expected to take a vote on whether to approve the Headwaters Resort & Casino’s operating license in the coming months, needed for both the temporary and permanent casino to open.".

Yes. The agenda didn’t specifically name any casino like Hard Rock was in the last meeting agenda so doubt there were any more approvals. Video should be available at some point. Next meeting is in October.

The city found a new spot for the temporary casino: Harbor Park's parking lot, next to the Amtrak station. It will be torn down once Headwaters opens, supposedly in two years.

An entire article with zero mention of the casino license...

This doesn't make sense.... The temporary casino is being built where the so-called permanent casino will be. So they will have to build a temporary casino, tear it down, then build a permanent casino? As I said before, I'm thinking Headwaters Casino will NEVER happen.

Agreed

The problem I have is that according to the article they have yet to submit anything to planning with regards to the permanent casino. If they're truly only waiting on the license to be issued, then all that stuff should be ready to go. I would think that they would want to start construction immediately upon receiving the license in order to catch up to their peers, but instead there's going to be a delay as they work through the planning process. Makes no sense.

I dont think we should trash the only chance we get at getting a casino just yet. We dont want to be beaten out by Danville for a casino. However we are all upset over this, maybe they are just delayed or maybe trying to play it safe, I dont know. But its really interesting to see where this will go. Also, why would they build a building and then tear it down? They might aswell make it a part of the real casino when the actual building is done.

Probably because it will be a cheap temporary structure that won’t age well over an extended period of time.

I found this article on the 500 Nations Casino website...

Norfolk considers new plan for temporary HeadWaters casino

September 11, 2022

"The Pamunkey Tribe wants approval to build a temporary casino within six months to operate while construction is underway at the HeadWaters Resort & Casino. The HeadWaters Casino is expected to open by November 2024.

The Norfolk temporary casino would replace more than 300 parking spaces with a 35-foot tall, single-story building. The total size would be 45,000 square feet and include a casino, a restaurant and a bar. The type and number of gaming machines has not been disclosed.

Final approval for the plan must come from the City Council after the building permits are approved".

For reference, 45,000 square feet is slightly larger than the Dave and Buster's at Lynnhaven. Why not just incorporate the temporary venue into the final product or the Amtrak station? I feel like they're just planning as they go along and throwing darts at index cards.
