Well, I do believe they're serious about the "temporary" casino. If we take that at face value, then the operating license needs to be issued at the next meeting, because they can't even operate a temporary casino without one...

This does not sound good. They have no plan beyond the temporary casino, no solid financing, nothing… I don’t know if this is happening.

“Created a host of problems from where the laydown will go, how you’ll build the temporary and start construction of the permanent at the same time,” Filer said. 

While the tribe has applied to receive its gaming license from the Virginia Lottery Board, it will not be issued until they see a facility built according to Filer. Filer said the city will not be transferring any land to the tribe until they see assurances that they have the financial capacity and site plan for the permanent facility.”

“We are going to transfer and convey land when we see a facility, we see a site plan we see a sequencing and we know and feel confident that we can make it actually work,” Filer said.”

Over a year ago I worried that this casino will never be built.  I hope and pray I am wrong! I agree with Filer no more vague design plans its time to get specific.  Lets hope the Pumunkeys get their ducks in a row quickly before lottery board meets next month.

If not the Pamunkey, then another referendum would be likely as a license needs to be issued within 5 years of the election or a new referendum is required.  

I am curious to know if there are any other site issues holding this up that aren’t mentioned in the article. The city needs to provide a thorough update to residents and it shouldn’t take a letter from a delegate & prodding by the media for them to provide updates. It should be regular- quarterly or monthly even. It’s when things aren’t going to plan that you don’t hear about things. If this was on track, the city and tribe would be volunteering information about the progress and status.

In the Tides lease renewal are new allowances for the Casino and the seawall project. So the city is fulfilling its’ side of the equation

In my almost 3 decades in this area I have never seen a more ineffective, inefficient, and inept city council than the one that populates Norfolk city hall right now. Even Portsmouth, with all their drama and infighting, still manages to get s@$! done… Council was handed a vibrant and revitalized city on a silver platter, and in a few short years, we’re back where we were in the 80s. Simply unbelievable…

It links to this article, which was published last summer. It’s just an attempt for the page to appear active since there’s no progress to report on.

It's a link https://www.virginiabusiness.com/article/hospitality-tourism-robert-gray/?fbclid=IwAR3JmMiVtLlgh_fZDvT2wuem5asFra9rwFNwv-UMYBPIlGZv9O7SUbHosWw  which was posted on the Headwaters Casino FB page just 2 days ago referencing a VA BIZ article from last August placing Robert Gray, CHIEF of the Pamunkey Indian Tribe, on the VA POWER 500 for business influence:  "Hospitality/Tourism!"  They cite Headwinds, of course.  That's his only "accomplishment" in Hospitality/Tourism.  Nothing like rewarding somebody now for deeds which may or may not be done in the future. HEH.

I’ll summarize: 

•Meetings are held to discuss overall progress.
• Anticipates opening a temporary casino.

Actually that’s verbatim. That’s the same exact thing they said last time. Three months and no real progress.
