"Build up, not out” is the central tenet of Memphis 3.0, the city’s new comprehensive plan unveiled Wednesday that trains a focus on Downtown and “anchors” that can kickstart development in their surrounding areas.

The roughly 400-page Memphis 3.0 draft plan hinges growth on “anchors,” like Downtown, the Medical District, the university area and other neighborhoods and areas of activity where investment in infrastructure, transit and housing can kickstart development that radiates into surrounding areas.

Churches, community centers or other gathering places can serve as anchors, said John Zeanah, director for the Memphis and Shelby County Division of Planning and Development.

 

Lots of interesting stuff in here. Hopefully the city (and community) both use it.
