Don't recall from renderings, but this thing is bound to look cheapo.  That green material has been up and exposed since I visited last April.  It seems they don't know w.t.f. they need to do next. So they're just slathering stucco (beige or gray) on it in different areas.

The green board is an exterior gypsum sheathing (think the plywood on the outside of a house). The yellow is the weather resistant barrier (think the tyvek on a house). The gray is the stucco finish that will eventually be painted (photos up thread show some color starting to appear). My guess is they are running into the labor shortage that the AEC industry is getting hit with. 

All that to say.... Yes, it is still a big, $100 million, cheapo lol.

I'm hoping the relief of this structure in the background will emphasize the existence of this curve to the frequent (drunk?) passersby who wreck the southside bollards on a seemingly weekly basis.
