That was the barrier along the sidewalk. 9th Ave is elevated there, it crosses over James Robertson Pkwy as it curves up to become Union(I think) street.

I may be mis-understanding, so apologies if this makes that apparent. Tower cranes are never left or encased in the buildings (at least to my knowledge). sections of floors (or possibly it is coordinated with a shaft) allow for the crane to pass through the building until it is time to be removed. Then the large crane that assembles/dessembles the cranes remove all the pieces. The floor areas are then infilled and/or shafts capped and interior progress continues. 

If they were left in the building that would be an incredible amount of wasted space along with an incredible amount of wasted steel and energy with regards to the life cycle of that steel.
