Bowling Green Highway System

So I notice that while Bowling Green has an inner loop consisting of Highways 231, 31W, and 68/80, the outer loop that was planned was never fully completed, parts opened as the Natcher Parkway (now I-165) and the Transpark connector which ends at Louisville Road and intersects with Glasgow Road in-between. Should it get a chance at being completed and give Bowling Green two loops like cities such as Louisville do, or should it (and Western KY’s stuff) wait until Louisville, Northern KY and Lexington get their stuff finished? Because the current loop consisting of 31W, 231, and 68/80 could get really congested at times and there’s not really space for expansion, as there’s stuff that could get in the way such as areas of Western Kentucky University’s campus.
